PCR stands for Political Contribution Refund, and is a program run by the state of Minnesota. Basically you can contribute money to a political party and/or candidate and the state will refund all or a portion of that contribution.
Each indivdual can contribute up to $50 (or $100 per couple) to a political party/candidate of their choice. They will then be given an EP-3 receipt for the amount of the donation. They then fill out the state's PCR Refund Application and enclose the receipt. In roughly six weeks they'll get their refund.
Only monetary contributions qualify for a refund through the political contribution refund (PCR) program. Contributors who donate goods or services are not eligible for a refund. You may file only one refund application per year and there is no opportunity to amend the PCR.
To receive a refund, a contributor must:
- Get a receipt (EP-3) from the Congressional District 3 Republicans, which will be mailed to you once your contribution has been processed.
- Fill out the PCR Form, which can be downloaded at this link or obtained from the Minnesota Department of Revenue.
- Attach the receipt (EP-3) to the application (Form PCR) for the appropriate year.
- Mail the application form and receipt to the Minnesota Department of Revenue at:

The refund program is not tied to the state income tax form. PCR forms must be filed separately. A taxpayer may file a claim for the PCR immediately after making the contribution. Claims for contributions made during one calendar year may be filed during that calendar year and must be filed not later than April 15th of the next calendar year.
